Notice for Readers to the Circulation Department
I. Notice for Readers who enter the Circulation Department
The Circulation Department is responsible for the management of all books in the library, and provides reading rooms and a loan-and-return service. This department has 4 reading rooms: reading rooms for Humanities & Social Sciences Books (1st floor on the left), Medical Sciences & Natural Sciences Books (1st floor on the right), Reference Books (2nd floor), and Foreign Language Books (3rd floor).
1. Whoever enters the above reading rooms must show his/her library card to the librarian and get it scanned.
2. White overalls, school bags or lunchboxes should be put in the lockers, and valuable items should not be put in there. A key to the locker can be obtained from the librarian after showing one’s library card. The key must be returned half an hour before closing time.
3.  Smoking, shouting, spitting and littering are not allowed in the reading rooms.
II. How to Keep and Use the Library Card:

The library card, which must be returned to the library at the time of graduation, is to be kept and used by the reader himself/herself, and not to be used by anyone else. Lost cards should be registered immediately in any of the library reading rooms. The owner of the card is responsible for the card at all times.

To apply for a new card, one must return all the borrowed books to the library, pay a fee of 10 RMB and provide another photo of oneself.
The place and time for applying for a new library card: The Reading Room for Foreign Language Books. Every afternoon.
The place and time for issuing a new library card: The Reading Room for Medical Sciences & Natural Sciences Books. Every morning, Monday to Thursday, one week after the application. It is necessary to present one’s student card

III. Regulations for Borrowing Books 
Undergraduates may borrow 3 books at the most, and all the borrowed books must be returned to the library before leaving the university. All books and journals in the Reading Room for Reference Books on the 2nd floor, and dictionaries in all the reading rooms are not for borrowing. They must remain in the library. Time limit for books borrowed is 30 days. You can renew them with your campus card and the books before the expiry date.
IV. Fines for Exceeding the Time Limit
In order to guarantee the efficient circulation of the library books, fines are imposed on those who keep the books longer than the time limit.
1. Amount of the fine: 0.1 RMB/per copy/per day.
2. If the due date for return is on the weekend, the books can be returned on the following Monday. A fine will be imposed on books returned on the following Tuesday.
3. If the due date for return is on national holidays, such as National Day, May Day and the New Year’s Day holidays, the books can be returned on the first workday after the holidays and fines will be imposed if the books are returned on the second workday after the holidays.
4. If the due date for return is in the summer or winter vacation, the books can be returned within the first week of the next semester. Books returned after the first day of the second week will receive a fine.
5. If the due date for return is before any of the specified times mentioned above, borrowers will be fined for each day the books are late, regardless of holidays, vacations, etc.

V. Compensation for Lost and Damaged Books
All library materials, including books and periodicals, should be taken good care of by every reader, because they are public property of the university. No mark should be made on any copy of the books or periodicals. Any marking or damage must be compensated for.
Regulations for Compensation:
1. Compensation of money: the amount paid for the lost book is 5-10 times of the original price if one compensates with money.
2. Compensation of books: If one compensates for a lost book with a newly bought one, the book must be the same as the lost one, including the name of the book, the author and the publisher. And 2 RMB should be paid as a fee for library processing.

 

Notice for Readers in the Periodical Department

I. Distribution of the Periodical Department      
The Periodical Department is responsible for the management of all periodicals, which are offered for readers to read in its reading rooms. There are altogether 5 reading rooms: reading rooms for Newspapers & Magazines, Foreign Language Journals, Chinese Journals, Back Issues of Chinese and Foreign Journals.
The Reading Room for Newspapers & Magazines, which is located on the 3rd floor, has a collection of art and social science periodicals of the year, which are not allowed to be borrowed. Bound volumes of back issues are available for borrowing. Two copies at a time, with a time limit of one week. A fine will be imposed on those who keep the copies longer than one week. See Fines for Exceeding Time Limit.
The Reading Room for Foreign Journals, which is on the 4th floor, has a collection of foreign language periodicals published after the year 1996. All the periodicals in this reading room can not to be borrowed.
The Reading Room for Chinese Journals, which lies on the 5th floor, has a collection of Chinese periodicals published after the year 1996, and they also are not available for borrowing.
The Reading Room for Back issues of Chinese Journals, which is situated on the 6th floor, has a collection of Chinese periodicals published before the year 1995 and provides retrieval tools. These can not be borrowed.
The Reading Room for Back Issues of Foreign Language Journals (7th floor) has a collection of foreign language periodicals published before the year 1995. These are not to be borrowed.

II. Regulations for the Reading Rooms

Notice for Readers to the Reading Room for Electronic Materials

I. Notice for Computer-users
1. Readers have to apply for an account before using a computer for the first time with their library cards at the reception desk and pay a fee of 10 RMB as a deposit. In order to guarantee the account number is just to the reader himself/herself, we strongly advice that the initial password be changed, as it is the same as the account number. A fee of at least 5 RMB has to be put into one’s account every time one uses a computer again.
2. The library card is always required for using a computer. One computer is used just for one person. If all the computers are taken, one can hand in one’s library card at the reception desk and wait for the turn outside the computer room.
3. It is with one’s account number and password that one logs on, so make sure to log out before leaving the computer by clicking the small hand twice in the task box on the lower right or clicking the button of “reset” to restart the computer. The fee is charged automatically by the managing system when one logs on by the standard of 1 RMB/per hour.
4. One can download anything on line if necessary. Using a movable disk or earphones is allowed but it’s better to bring one’s own connecting wire or one’s own earphones though a few connecting wires and earphones are available at the reception desk and can be borrowed with one’s library card.
5. Please keep quiet in the computer room, and smoking, eating, spitting, and littering are not allowed.
6. Please take good care of all the computers and other public facilities in the computer room. Don’t unplug or take apart or even damage or take away any computers as one’s personal belongings. Don’t change system setups in the computers or install any malicious software.
7. In accordance with the security regulations on the computer information system of the People’s Republic of China, no erotic or illegal websites are allowed to be logged on to.

II.Other services:
   Typing and printing documents: 0.5 RMB for one page;
   Scanning pictures: 1 RMB for one picture;
Disc-burning: 5 RMB for a disc whose volume is less than100M; 6 RMB for a disc whose volume is more than 100M, but less than 500M; 7 RMB for a disc whose volume is more than 500M. 3 RMB is deducted if one’s own disk is used.
Note: one must be responsible for the copyright of what is copied. All library disks may not be copied.
